The Commonwealth requires the services of a Network Management and Security Engineer to supplement the contractor workforce within the Land Network Integration Centre (LNIC).

This proposal seeks to engage an Information and Communications Technology (ICT) Advanced Practitioner to assist the LNIC with the design, development, build and support of LNICs Lab Environments and associated deployable systems, and integration of configurations and software into LNIC information domains.

The position is primarily a technical hands-on role, with responsibility to conduct capability development, as well as design, build, maintenance and configuration control tasks.

This is inclusive of capability development and configuration control tasks of deployable cross domain solutions, management of large scale compute and storage environments, and network data capture, analysis and presentation tools for Wide Area, and Local Area Networks within the Land Combat System.

This position requires a combination of disciplines including technical hands-on communications network engineering, innovation, and documentation.

The role is primarily aligned to technology and capabilities from, or interfacing to, projects: JP 2221, EDLAN, L2072-2 B, L400, L200, L907, L555, JP 2096.

As a technical subject matter expert within a small team the candidate will also be expected to contribute to the design of LNIC LAN software and security solutions, as well as review project design documentation and provide advice on integration across system interfaces.

It is expected that the majority of services delivered under this contract will be at the LNIC facility in Symonston, ACT.

Some interstate travel may be required to support project stakeholder acquisition and sustainment activities, working groups, as well as field trials or exercises.

International travel may be required to support coalition Army engagement priorities and exercises.

Deliverables:
The contractor engaged under this RFQTS will be engaged on a time and materials basis of payment.
Notwithstanding, the following tasks and required skills to achieve them for the duration of this engagement are:a.

Design, build and implement security and network management in support of the Land Combat System Validation Lab and initiatives as directed by LNIC.b.

Support the management and maintenance of the LNIC LCS Lab Linux environments, and provide the coordination function to support both Commonwealth and industry use of the capability.c.

Support the management and subsequent extraction and analysis of big data sets.d.
Develop training package material to describe the implementation of technologies on Army Mission Command systems.e.
Conduct role specific training to Army, Navy and RAAF technical tradespersons, and other technical and non-technical staff.f.
Provide technical support to Army exercises for role specific technologies and systems.g.

Review, advise and contribute to the design of network management security capabilities for Land Network systems, and use the outcomes to inform CASG, Joint Capability Group and CIOG of technical readiness and capability options.h.

Develop network design documentation, and maintain configuration control of the Network Monitoring, and Security documentation as well as their implementation onto LNIC environments.i.

Support network engineering, and programming development for LNIC integration efforts and concept technology demonstrator solutions.j.
Support LNIC ICT accreditation tasks, including coordination of Security Risk Management Plans, and review of technical documentation.k.

Provide technical advice and guidance to developing capabilities via the Land Integration Framework - Digital (LIF-D) to enable a digitally integrated Land Combat System (LCS) within a Joint and Coalition Force.l.

Propose innovation activities to assess emerging technologies that may support a 'future ready' LCS.m.
Provide other services as tasked by the LNIC Military Executive group.

Specified Personnel:
This RFQTS is for one Key Person to be employed for the duration of the contract.
Shared services or multiple contractor proposals to fulfil the deliverables of this RFQTS will not be considered.

An arrangement where the contracted Key Person requires direct support from their parent company to achieve the deliverables is not suitable to meet the required deliverables of this contract A three (3) month period of probation is imposed as a condition of engagement for all new contracted Key Person.

The Key Person will report directly to the Integration and Trials Manager (Staff Officer Grade 2) in order to achieve the required deliverables.

It is desirable the Key Person has the following:a.
Qualifications, and practical experience in the following technologies:(1)

Red Hat Linux(2) Containerisation Infrastructure - Kubernetes(3) Software Containerisation – Docker/Podman(4) Dev Sec Ops technologies, including:

  • Git Lab
  • Terraform
  • Ansible(5) Kernel Virtual Machine (KVM)(6) VMWare ESXi & v Center 6.5 and later.(7) Mulit-Tenancy and Micro segmentation architectures.(8) Core CISCO technologies and protocols.b.

Qualifications, or practical experience with the following applications and skills:(1) Data presentation applications, such as Kibana or Grafana.(2) Database design and development including SQL.(3) Extraction of big data sets in structured and unstructured formats.(4) Advanced scripting, particularly in Linux.(5) Radio/RF theory - Technician trade qualification or Engineering level qualificationc.

Extensive (greater than 10 years) experience in the field of Network Security, and Network Management.d.

Is formally trained in, or have extensive practical experience in the deployment and administration of network management and monitoring systems, inclusive of the development of presentation tools.

This experience should be on Government domains, or preferably secure Defence deployable ICT networks.
Experience in monitoring radio network performancee.
Experience with ICT Accreditation of Government networks, or has CISSP qualifications.f.
Detailed knowledge of the network management, and security architecture of in service and emerging Land Combat Systems.g.
Experience with network integration at the tactical and operational levels within the ADF, including interfaces to strategic network boundaries.
