About the role


This position is a responsible for working with Team Leader, Infrastructure Planning and Financial Accounting Managers to manage development contributions and executed planning agreements.

The position will
assist on a range of tasks as outlined below

  • Preparing and managing City of Parramatta Council's Development Contribution Plans and Planning Agreement Policy.
  • Monitoring and managing executed planning agreements including the delivery of monetary contributions, land and capital works.
  • Undertaking quarterly indexation of development contributions and maintaining a contributions register, and planning agreements register.
  • Providing advice to internal and external customers regarding development contributions and planning agreements.
  • Working collaboratively with and training staff across Council to ensure best practice outcomes for development contributions and planning agreements.
  • Working collaboratively with external planning agreement parties to ensure on time delivery of planning agreement obligations.
  • Establishing, maintaining and managing systems and processes relating to development contributions and planning agreements.
  • Collaborate with Finance Team and undertake periodic reconciliation of all development contribution plan reserves.
  • Assist Finance Team with the preparation of regular financial reports and statements relating to development contributions and planning agreements.
  • Assist Finance Team with budgetary processes including income forecasts and budget expenditure for both short and long term periods.
  • Streamline processes related to administration, management and review of Council's Development Contribution Plans including reconciling and allocation of contributions. Track the delivery of infrastructure identified in the Development Contribution Plans and review program of works as required.

About You


Applicants need to be organised, and highly motivated and be able to work collaboratively with other teams across the organisation to ensure best practice outcomes for development contributions and planning agreements.

Previous experience in the development of systems and processes would be highly regarded.

Requirements:

  • Some experience and understanding in managing planning agreements and/or development contributions.
  • Knowledge and understanding of financial systems and processes. Skills in Microsoft Excel and Financial Management Reporting Systems such as Tech One are desirable.
  • Ability to develop and maintain systems and processes utilising Council's existing software infrastructure.
  • Highly developed oral and written communication skills.
  • Advanced problem solving and decisionmaking ability; including confidence in working with leaders to resolve high priority, and often sensitive and complex issues.

Experience:

  • Some experience and understanding in managing planning agreements and/or development contributions
  • Previous experience in local government is desirable.

Qualifications:


Tertiary qualification in town planning, accounting or project management or equivalent and considerable experience in infrastructure planning and capital project delivery or allied professional experience and an understanding of the NSW infrastructure planning system.
