Supervisor, Engineering Services for Cape Breton Municipality

Reporting to: Director, Engineering & Public Works

Bargaining Unit: Non-union/ Confidential

Salary Range: $82,819 to $87,178

JOB SCOPE:

Under the general guidance and direction of the Director of Engineering & Public Works, supervises and administers the engineering team, providing technical and professional engineering support to the EPW Department.

MINIMUM QUALIFICATIONS: (Must include copies of the items listed below)

  • University degree in civil engineering with a minimum of 5 years' experience in the municipal engineering sector and/or with an engineering consultant.
  • Must be able to use and implement GIS and SAP databases and applications.
  • Must possess and maintain a valid NS driver's license.
  • Any equivalent combination of education and experience.
  • A medical assessment, including physical, vision and hearing tests. Medical assessment must show the capacity of performing tasks of the classification. This will be completed at a later date.

MAIN FUNCTIONS:

  • Supervises department support staff motivating directly or through other staff and coordinates the execution of complex professional engineering tasks.
  • Working with the Engineering & Public Works management team and the infrastructure assessment model assures the compilation, coordination and implementation of the Public Works Capital Works Program including collection of field data, planning, estimating, design, tendering, layout, inspection contract administration and reporting of all municipal infrastructure projects.
  • Monitors the condition of all municipal infrastructure in order to identify and plan future capital spending requirements.
  • Coordinates the preparation of engineering plans and specifications, coordinates required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and/or best bids, competency of vendors and consultants, and the selection criteria, as directed by the Director of Engineering and Public Works.
  • Coordinates the development of standards and specifications which will apply to all municipal infrastructure projects to be undertaken within the Municipality, whether by the Municipality or by private developers.
  • Coordinates with the Operations Managers the review of subdivision and other development plans and agreements prior to approval to ensure compliance with the Municipality's standards and specifications and to identify impacts on existing infrastructure.
  • Maintains department awareness of applicable emerging technologies.
  • Ensures the provision of technical support services to public works and other departments within CBRM, as required.
  • Coordinates the department to provide project management services for the construction of the municipal public works projects.
  • Liaises with Council on all related matters.
  • Maintains the public works library and infrastructure records assuring as built records of projects and documents necessary changes for the operation and maintenance programs.
  • Coordinates the maintenance and updating of the GIS database.
  • Under the direction of the Director of Engineering and Public Works, works with the other managers to ensure the development of the Work Order System and oversees all SAP related implementation and support issues for the department.
  • Ensures the evaluation of site plans, drainage analyses, and traffic impact studies for development proposals, permits, rezones, etc.
  • Prepares traffic, utility and other studies and reports.
  • Responds to inquiries relative to procedures on specific projects and other information.
  • Participates in the monitoring and review of inter-governmental action and plans affecting engineering public works functions particularly from a regulatory perspective.
  • Participates in recruitment and selection activities.
  • Provides interpretation and administration in labour Relations to ensure consistency in the application of Collective and Supplementary Agreements and Letters of Understanding.
  • Provides input to grievance solution and provides counseling on a confidential basis to staff including resolution of disputes.
  • Participates in discipline proceedings.
  • Ensures that a quality control and quality assurance process is followed in the preparation and review of project documents and designs to ensure that the required reviews are conducted by a professional engineer.
  • Other duties as assigned by the Director of Engineering & Public Works.

QUALIFICATIONS:

  • University degree in civil engineering with a minimum of 5 years experience in the municipal engineering sector and/or with an engineering consultant.
  • Registered P.Eng. with Engineers Nova Scotia.
  • Must be able to use and implement GIS and SAP databases and applications.
  • Must possess and maintain a valid NS driver's license.
  • Any equivalent combination of education and experience.

KNOWLEDGE, SKILLS, ABILITIES:

  • Sound administrative and organized skills.
  • Thorough knowledge of civil engineering principles and methods as applied to a municipal setting.
  • Ability to conduct necessary engineering research and compile comprehensive reports.
  • Comfortable working in Microsoft Office Suite, AutoCAD, GIS and SAP systems.
  • Under the direction of the Director of Engineering and Public Works, works with the other managers to ensure the development of the Work Order System and oversees all SAP related implementation and support issues for the department.
  • Ability to communicate orally and in writing with employees, consultants, other government agency representatives, municipal officials and the general public.
  • Ability to successfully manage change and participate as a team player.
