Georges River Council has an opportunity for a Ranger - Waste to join the Environment & Planning Team.
The Ranger-Waste will join the Environmental Health & Regulatory Services Unit of Georges River Council.

This role involves undertaking regulatory duties relating to illegal waste matters and unattended items unlawfully in public places on behalf of Council.

About The Role

  • Design and implement a surveillance program throughout the LGA to compliment the current illegal dumping, monitoring and investigations procedures with correct reporting.
  • To investigate and accurately record evidence to substantiate a breach of legislation in accordance with Council's record keeping policy and the rules of evidence.
  • Gather evidence, conduct interviews, issue Notices, Orders, Clean Up Directions, Penalty Notices as necessary to support appropriate regulatory action on illegal activity.
  • Undertake regular patrols of the LGA to monitor the use of Council land for illegal dumping, with particular emphasis on identifying potential emerging and known locations used as illegal waste and trolley dumping 'hot spots' to encourage compliance with legislation.
  • Undertake inspections, document and advise the customer of the outcome of service requests in accordance with corporate response times for those matters under the position's responsibility.
  • Regulate those matters within the LGA where Council is the appropriate regulatory authority, primarily under the Protection of the Environment Operations Act 1997 and Public Spaces (Unattended Property) Act 2021, however may be required to assist with other regulatory functions within the Unit.
  • Liaise with Council's key stakeholders as necessary to help ensure service levels and community expectations are being met.
  • Promote compliance with the Code of Practice for Class 2 Items under the Public Spaces (Unattended Property) Act 2021, by operators, and undertake any necessary regulatory action for noncompliance.
  • Prepare court documents and present evidence to Court as required.
  • Certificate IV in Local Government (Regulatory Services) or equivalent Regulatory Qualifications or enrolled in and working towards such qualification or demonstrated relevant regulatory experience
  • Class C Drivers Licence
  • Previous experience in undertaking public sector regulatory duties
  • Understanding of the development of risk assessments and Work Method Statements
  • Experience in the use of the SEINS system
  • Experience in the issuing of Notices, Orders and Fines under legislation for which Council is the appropriate regulatory authority
  • Knowledge of and experience in the investigation of offences under the Protection of the Environment Operations Act pertaining to waste and litter, and regulatory functions of the Public Spaces (Unattended Property) Act
  • Experience in interviewing techniques, taking statements, preparation of statements for prosecution and attendance/representation in Court
  • Sound verbal and written communication skills
  • Sound computer skills experience in the use of Excel, Word and Outlook
  • High level of customer service focus with sound conflict resolution and mediation skills
  • Flexibility to work outside of and in addition to normal hours of work when required
  • Proven ability to work well within a team environment
  • A demonstrated commitment to EEO and WHS principles

Other Desirable Attributes

  • Knowledge and understanding of local government processes and procedure
  • Knowledge of the Surveillance Devices Act 200
  • Knowledge of the use of TechOne, CM9 or CiA request management systems
  • The ability to speak a community language (e.g., Arabic, Mandarin, Cantonese, Italian, Greek, Macedonian or Vietnamese)
