The Opportunity


Philip Chun are seeking experienced Essential Services Consultants to join our team in our Melbourne CBD office in a full time capacity.


Philip Chun Essential Services provides building owners / agents, property / maintenance managers and building contractors, a service to ensure that the statutory obligations are met with respect to the ongoing safety, reliability, and maintenance of building Essential Safety Measures.

Under the current Victorian Building Act 1993 and Building Regulations 2018, building owners / agents areresponsible for the inspection, testing, preventive maintenance, survey and record keeping of their buildings Essential Safety Measures (e.g. fire hydrants, emergency lights, exits) for the life of the building.


The regulations also require that, prior to the anniversary of the Occupancy Permit, an Annual Essential Safety Measures Report, is issued for the building.


Reporting to the Essential Services Director and Associate and working within a small and collaborative team, you will have the opportunity to work on a comprehensive range of existing contracts, as well as working with the Building Code and Access teams to explore new business development opportunities.


Key Responsibilities

  • Carry out the daytoday functions of an Essential Services Consultant including:
  • Examine the maintenance documentation for the building or site including the maintenance manuals, inspection reports, logbooks and test certificates, to determine the appropriate level of performance & maintenance requirements is being achieved
  • Undertake 12 monthly audits / review the maintenance documentation
  • Prepare and present Annual Essential Safety Measures Report
  • Carry out inspections to Essential Services, eg paths of travel, exit doors, smoke doors, annual lift shaft inspections, fire resisting structures, fire penetrations, etc. as well as prepare and compete inspection reports and records as well as follow up relevant contractors etc
  • Able to work within a small cooperative team environment with exceptional communication skills.
  • Able to interact with clients and contractors in a professional, timely and suitable manner maintaining the integrity and reputation of the company
  • Assist in obtaining new business opportunities and identify and implement marketing strategies to achieve growth of the existing client base
  • Providing advice to clients in a comprehensive written and verbal consulting role
  • Preparation of fees in accordance with company structure and client requirements
  • Attend meetings and provide advice on regulatory compliance matters

Qualifications & Competencies

  • Proven prior experience working across a diverse range of projects
  • Have through knowledge of the legislative requirements governing the requirements for Essential Services maintenance predominantly in Victoria as well as the other Australian States
  • Have through knowledge of the Building Code of Australia
  • Have through knowledge of the Victorian Building Act 1993 and Building Regulations 201
  • Have and develop suitable knowledge of reading and understanding Fire Engineering Reports
  • Have and develop suitable knowledge of the relevant Australian Standards, specifically AS 185
  • Superior organisational and communication skills
  • A desire to be part of our team including mentoring and training junior staff
  • Ability to work collaboratively with clients to ensure their Essential Safety Measures are met
  • Full driver's license


Please note that due to the nature of the role, some out of hours/weekend work may be required, therefore appropriate flexibility is required.
