CCQ delivers the primary health network (PHN) program for Central Queensland, Wide Bay and Sunshine Coast on behalf of the Commonwealth Department of Health. CCQ aims to design and deliver globally recognized primary health outcomes for the people in their region. This requires focusing not only on primary health services but also on environmental, social, and cultural determinants of health that empower communities to thrive.

CCQ's diverse region covers 161,108 km2 from Sunshine Coast to Rockhampton and across to Emerald. The population in the region is just under 1 million people, with around 68% living regionally or remotely and over 28% living in the most disadvantaged quintile. CCQ collaborates with the community to offer exceptional primary healthcare services and reduce health inequalities in the region. The organization has seven key health improvement priorities: mental health, alcohol and other drugs, Aboriginal and Torres Strait Islander health, population health, health workforce, digital health, and aged care.

In this crucial role, you will oversee the full lifecycle of service commissioning from procurement planning and contract development to execution and monitoring. Your role is to ensure that CCQ's processes are seamless, efficient, and aligned with strategic objectives to achieve best practices in commissioning and procurement.

You will lead the development and maintenance of robust contract management processes, ensuring compliance, quality assurance, and risk management across all activities. Your role also involves setting and upholding quality standards, developing commissioning policies and frameworks, and leading governance committees for contract monitoring. Effective communication with the Director Commissioning is crucial for managing hiring, staff development, performance initiatives, and team culture.

Bringing over 4 years of contract management, service provider, or commissioning experience, preferably in financial services or contracts, is required for this role. A bachelor's degree in Health, Social Work, Law, or Finance is a must. Your role demands robust knowledge of contracting, change management, and related methodologies, along with strategic thinking and excellent budget management skills.

As a leader, you must demonstrate resilience, transparency, and adaptability in a dynamic environment. Establishing credibility as a senior leader and effectively communicating with executive members will be vital for success. You will need to develop strategic frameworks that consider various perspectives and build alliances to identify collaboration opportunities.
