  • The Queensland Building and Construction Commission (QBCC) is a government body responsible for regulating the building and construction industry in the state of Queensland, Australia.

Responsibilities include:

  • Lead the delivery of payroll services including providing timely and effective resolution of enquiries and complex payroll issues.
  • Build and manage a high performing team including payroll officers, and reporting /establishment advisors
  • Ensure payroll and superannuation processes meet control requirements associated with internal and external audit, ATO and Office of State Revenue obligations, and comply with all relevant industrial and legislative requirements.
  • Provide operational oversight of payroll services and escalate issues and risks to Deputy CHRO and other key stakeholders as required.
  • Liaise with external payroll consultants, along with Aurion solution consultants to ensure that the longterm technology systems are fit for purpose, fully tested and optimised to support continuous improvement of payroll and establishment management services.
  • Build and maintain constructive working relationships, both with internal stakeholders and employees to ensure processes, reporting and overall remuneration matters are compliant and effectively managed.
  • Drive the ongoing analysis and review of payroll services and associated HR processes to identify opportunities for improvement and increase workforce proficiency with employee selfservice.
  • Develop a suite of reporting metrics which support the achievement of operational performance objectives.

About You:

  • Demonstrated technical knowledge obtained from significant experience in leading a high performing payroll team including managing the team's activities and the daytoday operations of complex and highvolume payroll requirements.
  • Comprehensive understanding of complex payroll operations with exposure to a diverse range of Modern Awards and Enterprise Agreements, Superannuation, PAYG, Single Touch Payroll, Work Cover and Salary Packaging processes.
  • Application of expert knowledge regarding relevant legislation, industrial awards, government policy and payroll processing practices, and other regulations to ensure payroll processes comply with all legislative and industrial obligations.
  • Demonstrated experience in the development of payroll and establishment management business processes which serve to streamline workflow and achieve efficiencies.
  • Proven experience handling all manner of complex and sensitive material, and in the maintenance of confidentiality and professionalism in all customer and stakeholder interactions.
  • Demonstrated high level communication skills, both written and verbal, and the ability to communicate clearly and effectively with diverse audiences.
  • Proven experience working in a multidisciplinary HR team delivering services and initiatives in a complex environment undergoing change.
  • Raise the profile of the Payroll Team to be a reliant, approachable and credible corporate partner to the overall business operation.
