Assistant Director / Director - Security and Counter-Terrorism Division

The key duties of the position include:

Employment Opportunity
The Security and Counter-Terrorism Division brings together a range of functions that contribute to Australia's integrity and rule of law frameworks - including counter-terrorism (CT) and national security laws, the management of high risk terrorist offenders (HRTO), and the protection of national security information in civil and criminal proceedings. The Division supports the Attorney-General to oversee legal issues and frameworks in relation to national security, intelligence and law enforcement, to ensure they operate in a manner which at all times respects the rule of law and strikes the appropriate balance between the protection of the community and the rights, freedoms and privacy of individuals.

The Division supports:

  • the policy and administration of terrorism-related provisions of the Crimes Act 1914, and the sabotage, espionage, foreign interference, terrorism-related and community safety order provisions of the Criminal Code
  • government on a range of issues relating to CT law and policy, including offences, associated powers, criminal prosecution, and the administration and reform of CT legislation
  • administering legislation to support the protection of national security information and other sensitive information held by government
  • supporting the Attorney-General and the Secretary (the head of the department) to engage on and influence national security issues more broadly
  • oversight of law enforcement and intelligence powers and functions to ensure appropriate safeguards are imbedded in legislation and policy design
  • oversight of public entities and other bodies, including through responsibility for the Ombudsman Act 1976
  • the operational implementation of HRTO established by Division 105A of the Criminal Code, and
  • the Attorney-General in applying for post sentence orders for HRTO-eligible terrorist offenders.

The successful applicants will be expected to:
  • prepare advice on complex legal and policy issues
  • deliver high-quality briefs, correspondence, other documents often in high pressure environments
  • ensure the department's equities are represented and considered in interdepartmental work
  • keep departmental colleagues informed on key developments, and
  • proactively consult and engage with stakeholders, as appropriate, to drive progress on tasks.
In addition to any relevant experience in relation to these priorities, we are seeking applicants with the following skills and capabilities:
  • excellent verbal and written communication skills
  • well-developed leadership skills, and an ability to foster a positive work and team culture and develop and enhance the skills of junior staff
  • ability to work collaboratively and constructively with a diverse range of stakeholders to deliver outcomes
  • strong strategic and analytical skills
  • a proven ability to concurrently manage priorities, and adapt to changes in a fast-paced and pressured operating environment
  • demonstrated personal resilience, self-awareness, and emotional intelligence.

To be eligible for employment at the Attorney-General's Department applicants must be Australian citizens.

Applicants offered employment will be required to successfully undergo a police record check and be able to obtain and maintain a security clearance at a specified clearance level. The successful applicant must be willing to disclose all relevant and required information.

Successful applicants engaged into the APS will be subject to a probation period.
