This position plays a critical role in the investigation of critical incidents that occur in QCS facilities/offices and the review of the delivery of services and treatment of prisoners by QCS through the review of incidents, data and other trend and pattern information.

This position also undertakes inspections of correctional centres and community corrections offices against applicable standards.

In this role you will:

  • Manage and conduct complex investigations/reviews into significant incidents occurring in custodial correctional centres and in relation to community corrections services as required, and in compliance with the provisions of relevant legislation. Ascertain causes and contributing factors and determine measures for future prevention and evidence-based recommendations for practice improvement.2. Lead, plan and conduct inspections of corrective services facilities, including community corrections offices and correctional centres.3. Develop and implement practices and procedures regarding the implementation of major incident investigations, incident reviews and inspections. Develop strategies to improve the quality of the investigations, reviews and inspections undertaken, including the communication, analysis and evaluation of relevant findings.4. Assist in the management and professional development of staff within the Group, including quality assurance of work, providing guidance, support and feedback on performance in accordance with QCS processes and procedures.5. Work collaboratively with all internal and external stakeholders, including QCS executive and leaders at all levels of the organisation to ensure investigations, reviews and inspections are managed consistently and within a risk management framework. Participate in working groups, committees and meetings as required.6. Identify areas requiring improved service delivery, and make recommendations to the Director, Operational Inspection and Major Incident Review Group as well as the Assistant Commissioner Professional Standards and Governance Command and prepare reports designed to make improvements to the correctional sector and criminal justice system.7. Provide reports and strategic advice to the Director on significant issues and trends arising from investigations, reviews and inspections. Oversee the quality of draft investigation and inspection reports prior to their submission to the Director.8. Provide high quality correspondence, briefings, submissions and other relevant correspondence to the Director on issues of significant public interest.9. Contribute to the development, promotion and implementation of the Agency's strategic goals and direction.10. Maintain a high level of contemporary knowledge of Agency activities and provide advice to operational staff as required.11. Engage and communicate regarding highly contentious matters with senior officers and senior executives in correctional centres and community corrections regions to ensure investigations, reviews and inspections generate positive change and improvements in operational practice.12. Communicate with correctional centres and community corrections facilities or the relevant directorate to further review, or provide feedback upon, the management of incidents, in line with standards.13. Conduct research and data reviews to determine and analyse trends arising from incidents and report any patterns or trends to the Director.14. Make recommendations to the Director for thematic, specific and other reviews where areas of further attention or investigation can be identified as required.
