As a Regional Liaison Officer (RLO) you will be joining a Queensland Government Authority tasked with ensuring effective delivery of managed funding programs, including responsibility for overseeing the successful delivery of joint State and Commonwealth Disaster Recovery Funding Arrangements (DRFA) and resilience funded projects by State and Local Government agencies.
The Liaison team supports the delivery and management of reconstruction and competitive grants programs, including those funded under the Disaster Recovery Funding Arrangements (DRFA). A significant component of these programs relates to the Restoration of Essential Public Assets, which is comprised largely of public road infrastructure. Additionally, other programs fund resilience, recovery, mitigation, risk reduction and stimulus initiatives throughout Queensland.
What will you be doing?
Regional Liaison Officers (RLOs) support the delivery and management of programs of works, including those funded under the Disaster Recovery Funding Arrangements (DRFA). RLOs are allocated a portfolio of delivery agents, including Councils, State Departments and Non-Government Organisations throughout Queensland. Regular contact and engagement (remote and on-site) with these delivery agents is critical in scoping, delivery, monitoring and acquittal of programs.
Key tasks and activities:
- Provide effective issues identification (progress, delivery, costs and risks), management and solution generation to mitigate risk to the Organisation, the CEO and executive teams as required.
- Represent the organisation at local, regional or State Disaster Management Groups.
- Monitor the progress of submission development providing guidance or assistance as necessary to facilitate accurate submission and timely lodgement.
- Undertake assessment of submissions, where requested, submission conformance (with respect to documentation and evidence), assessing eligibility, scope and accuracy of cost estimates.
- Undertake regular on-the-ground site inspections and program reviews to monitor the quality, correctness and completeness of funded works, providing assistance so that delivery reporting requirements are met, and cash flow forecasts representative of the delivery agent's expenditure are accurately communicated.
- Provide technical and project management advice to delivery agents (across the Authority's administered programs) to enable effective program delivery.
- Facilitate constructive and collaboration resolutions between the Authority and delivery agencies where disagreement has arisen.
- Develop collaborative and productive relationships with colleagues, delivery agents (project managers through to CEO's, including Local Councillors and Mayors (as appropriate)), delivery partners and industry as required to facilitate the successful delivery of programs.
- Provide support and training to delivery agents to promote understanding of the Management and Reporting System (MARS) including eligibility, administrative processes, and documentation requirements for disaster recovery funding.
- Provide guidance or support to delivery agents with meeting the assurance and audit requirements of various programs.
- Gain a local and regional understanding of community profiles, infrastructure, risks and opportunities to assist in the identification and prioritisation of key improvement and resilience projects and initiatives.
- Maintain up to date knowledge and awareness of WH&S related policies.
- Provide input into the program risk register.
- This role will be required to travel within Queensland on occasion to meet with stakeholders.
Qualifications/Professional registration
The following qualifications and experience are highly desirable:
- For candidates that are in possession of a degree in Civil Engineering (or an equivalent Civil Engineering qualification, which is accepted by the Institution of Engineers Australia as a full Member) and Registration as a Registered Professional Engineer of Queensland, a minimum of 5 years of post.
- For candidates that are in possession of project management qualifications, project management skills in a program management environment or similar is highly advantageous.
