Eden Ritchie is seeking multiple experienced Manager - Building Policy to provide expert advice on the development, maintenance and implementation of high quality and cost effective building legislation, regulation, standards, codes and guidelines to facilitate a safer, fairer and more sustainable built environment.

The role is critical for ensuring that relevant Acts, regulations, codes, legislation and standards are high quality, cost effective, contemporary and support quality outcomes for the State.

This position may supervise up to seven staff.

As a Manager - Building Policy, your key responsibilities will include;

  • Coordinate, prepare and maintain high level public policy instruments, while providing timely and high level authoritative advice, analysis and opinions to multiple key stakeholders.
  • Manage diverse projects relating to policy and legislative reforms and reviews within agreed timeframes and budget to ensure project integrity is managed through project lifecycle.
  • Manage Cabinet, Executive Council, Parliamentary and legislative matters, and prepare high level documentation, including but not limited to Cabinet Submissions, Drafting Instructions, Executive Council Minutes, Explanatory Speech notes, Bill Books, Estimates Briefing Notes and Ministerial correspondence.
  • Instruct the Office of the Queensland Parliamentary Counsel on Bills and Regulations.
  • Represent the Department's interests and provide building policy leadership at State and national levels as required on forums, groups and committees.
  • Provide high quality written and oral advice to the leadership team and stakeholders on:
  • national building policy and legislation to facilitate improved decision making and advancing the interest of the State
- related legislation and standards and their impact on industry and the community
- methods of implementing government policy objectives relating to building and development.

  • Undertake and manage research into the continuous improvement of Queensland building legislation and standards so that they are aligned with national, international and built environment development trends and identify improvement opportunities.
  • Develop and implement effective communication, engagement and consultation strategies for both internal and external stakeholders and with the community for policy and legislation issues relating the building and construction industry.
  • Promote and maintain a high performance and continuous improvement oriented culture consistent with the department's values, employment equity and workplace health and safety principles and practices.

Technical/operational expertise

  • Demonstrated ability to lead a diverse team and develop legislation, standards, policies, guidelines and practices related to the building and construction industry.
  • Demonstrated capacity to provide high level strategic and professional advice to a range of key stakeholders, regarding complex and sensitive policy and legislation matters.
  • Demonstrated capacity to successfully manage projects within timeframes and guidelines and the ability to research, develop and implement legislation and policy which meets government and departmental objectives.
  • Possession of a relevant tertiary qualification, e.g. plumbing, building, engineering, town planning, law or extensive experience in policy analysis and interpreting legislation will be highly regarded.
