The opportunity we have available

The Road and Vehicle Safety Division aims to improve road safety and reduce road trauma for all Australians. RVS has four main functions: setting the policy direction for road safety through the National Road Safety Strategy and National Road Safety Action Plan ; delivering targeted infrastructure and non-infrastructure road safety programs; developing and maintaining legislation including the Road Vehicle Standards Act 2018 (RVSA) and other legislative instruments and vehicle standards; and regulating the first provision of vehicles in the Australian market including vehicle certification, imports, enforcement and vehicle recalls. RVS also leads engagements and communications with a wide range of stakeholders including state governments.

The Office of Road Safety is responsible for implementing the Australian Government's responsibilities outlined in the National Road Safety Strategy and National Road Safety Action Plan, designing and delivering non-infrastructure road safety grants and programs, road safety policy and analytics, and engagement with a broad range of government and non-government stakeholders, including through inter-departmental committees and intergovernmental forums.

The department is seeking to fill multiple roles within the Office of Road Safety, Grants and Program Section.

This opportunity is available at a critical point in the evolution of the Office of Road Safety. We are focused on implementing and administering the new National Road Safety Action Grants and Car Safety Ratings programs as well as closing off a number of grant programs. We are also at an exciting point where we can evaluate past programs and draw on lessons learned to more efficiently and effectively deliver future grants programs.

What will you do?

As an Assistant Director, you will be well organised and demonstrate the ability to deliver results in an environment characterised by tight timeframes and changing circumstances and priorities. You also have excellent written, verbal and numeric skills, and well-developed stakeholder management skills. Your role will require you to undertake the following tasks:

  • lead a small team responsible for the governance and administration of non-infrastructure road safety grants
  • assessing and providing complex advice on non-infrastructure road safety grants
  • overseeing the delivery of non-infrastructure road safety grants to which Commonwealth funding has been committed, including by:
    • assessing project proposals
    • managing approvals, agreements/contracts and projects variations
    • coordinating program governance and administration
    • preparing and reviewing communications products
  • establishing and providing ongoing management of financial allocations for each project under the various programs including by managing milestone payments and organising movements of funds or transfers of funds where required, in conjunction with the Program, Financial Management and supporting IT systems;
  • managing core administrative functions, such as the preparation of ministerial correspondence, briefs, implementation advice and media releases, with respect to projects
  • supporting whole-of-government and strategic decision-making to ensure road safety and community impacts are appropriately considered, including through engagement in Cabinet submission and Budget processes
  • building strong and constructive relationships with a broad range of stakeholders, both internal and external to the department, as well as across the branches
  • participating in funding processes, such as Budget and Mid-Year Economic and Fiscal Outlook (MYEFO), to progress new funding commitments

Who are we looking for?

We are looking for individuals who are motivated by the opportunity to work on cross-government and cross-portfolio issues by contributing their grant program skills, along with their exceptional stakeholder engagement abilities, to deliver projects, grants and initiatives which support all Australians.

You will be responsible for the effective delivery of non-infrastructure projects Australia-wide. You will lead a team and work with delivery partners to ensure the successful delivery of these projects and manage risk effectively. To be successful in this role, you will need to demonstrate ability in the following areas:

  • Experience in grant program delivery, establishing program governance frameworks and coordinating program monitoring and evaluation.
  • leadership skills, including establishing and sustaining a positive, professional, values based and supportive culture of achievement and delivery.
  • the ability to manage your team's workload to achieve results, often working with tight timeframes and competing priorities.
  • excellent stakeholder engagement skills being able to connect with colleagues and high-priority stakeholders with different perspectives for example, government agencies, Ministers' offices and interested parties, to find common ground and achieve outcomes working on cross-government and cross-portfolio issues.
  • high level communication skills with the ability to assess information, distil key messages and adapt your delivery to influence your audience and manage negotiations.
  • well-developed writing skills with the ability to prepare strategic advice and briefings, ministerial correspondence and program report writing for Executive and Ministers.
  • Good team-work and interpersonal skills with the ability to collaborate positively and effectively with others even under pressure and in a fast-paced environment
  • resilience and adaptability, able to adapt to changing priorities and deal with uncertainty.
  • experience managing strategic processes, including excellent coordination skills and strong attention to detail.
  • act with integrity, judgment and professionalism.
