Managed by Abt Associates, the Specialist Health Service (SHS) provides strategic input on health to the Australian Government's Department of Foreign Affairs and Trade (DFAT).

The SHS is the primary source from which DFAT accesses health and development expertise and advisory services to improve the quality of health programming across DFAT's global and regional health portfolio, through enabling access to responsive technical advice and support.


About the Opportunity


The Global Health Division (GHD) in DFAT requires a Monitoring Evaluation and Learning (MEL) Adviser to support the implementation of the Partnerships for a Healthy Region (PHR) Initiative.

(PHR) is, a new 5-year $620 million program through which Australia will renew its efforts to help build resilient equitable, high-quality health programs across the Pacific and Southeast Asia to improve health outcomes and promote regional prosperity and stability.

The
Monitoring Evaluation and Learning Adviser will be responsible for:

  • In consultation with PHR program managers, country focal points, OSA/OTP/Post contacts and PHR coordinators/staff based in the region, provide expertise and support to project partners in designing and implementing their MEL systems, including evidence-based progress reporting. This includes quality assessment of the main partner MEL products.
  • With the PHR Senior MEL Adviser, PHR program managers, country focal points, OSA/OTP/Post contacts and PHR coordinators/staff based in the region, support partners to systematically measure and report how their activities and outcomes contribute to greater gender equality, disability and social inclusion, and other crosscutting issues throughout the investment.
  • As part of the GHD MEL team; design, deliver and evaluate MEL training and capacity development for PHR program managers and where relevant, OTP/OSA/Post contacts, PHR coordinators/staff based regionally and partner staff.
  • Contribute to the implementation of the PHR MEL plan, including learning events, reviews and evaluations of the PHR initiative.
  • Prepare and contribute to high quality PHR MEL products as part of the PHR monitoring, evaluation and learning team, and support development of fitforpurpose MEL products, information and reporting to OTP/OSA and posts.
  • Manage and build effective working relationships with partners, Posts, OSA/OTP, GHD, and across DFAT.
  • Represent the GHD in meetings with internal and external partners.
  • Undertake other duties as required.

About You

We are seeking individuals who will bring:

  • Substantial experience (over 5 years) in monitoring, evaluation & learning
  • preference for experience of MEL in international development, health or social programs.
  • Relevant tertiary qualifications or experience in program evaluation, public health, social sciences, international development or related fields
  • Excellent representation and negotiation skills.
  • A commitment to contribute to an inclusive and supportive professional environment where diversity is celebrated.
  • Willingness to adapt in a dynamic work environment and contribute to a shared effort to deliver work to a high standard and by set deadlines.
  • Capacity to work independently and collaboratively within a teamwork environment.
  • The ability to obtain a baseline security clearance (minimum) or an NV1 security clearance (preferred).
  • Excellent written English, with demonstrated communication skills, including the ability to convey complex ideas clearly with a wide range of stakeholders from diverse backgrounds.

Desirable

  • Experience in program management, including design, implementation, and delivery.
  • Demonstrated understanding of integrating gender equity, disability, and social inclusion in monitoring and evaluations systems
  • Previous experience working with DFAT.
  • Firsthand work experience in the Southeast Asia-Pacific or demonstrated knowledge of development issues.
