The Payroll Manager is responsible for overall operational management of payroll services within Victoria Police covering the planning, delivery, and reconciliation of all end-to-end payroll activities.
Working collaboratively with stakeholders across all Departments and Commands of Victoria Police, the Payroll Manager is a part of the Human Resources Command, reporting into the Director of Human Resources – People Services. The Payroll Services team consists of circa 50 staff, with 2 direct reports to the Payroll Manager. The Payroll Manager is supported by the payroll leadership team who oversee the day-to-day operation and works closely with the Manager HR Information's Systems and Manager HR Support Services to ensure the smooth operation of the People Services Division.

Your duties will include:

  • Lead and manage a fast-paced payroll team as they navigate a complex environment to ensure that our employees are paid accurately and on time each fortnight.
  • Develop and implement payroll best practices that drive efficiency and enhance operational performance.
  • Working collaboratively with internal stakeholders to drive an employee-centric approach to issue resolution and service delivery.
  • Providing expert advice and support on payroll matters and contribute to the development of HR and payroll process, guidelines, and policy changes in alignment with awards, enterprise agreements and the legislative or regulatory environment.
  • Monitoring internal governance and audit control mechanisms to ensure the highest standards of data quality and payroll process integrity.

As the successful applicant, you will have:

  • Demonstrated experience leading payroll functions within large complex organisations.
  • Demonstrated ability in developing payroll and HR services to improve efficiencies and meet customer service demands.
  • Strong influencing and negotiation skills that create positive outcome based professional relationships.
  • Experience with a broad range of payroll and human resources technology systems including time and attendance and rostering platforms. SAP and SuccessFactors experience would be an advantage.
  • Ability to critically analyse complex issues and make strategic recommendations to solve problems and set priorities.
  • Sound knowledge and understanding of relevant legislation, awards and agreements and a demonstrated ability to interpret and communicate legislated terms and conditions of employment.
  • Experience in, or understanding, of the Victorian Public Service employment frameworks, awards, and enterprise agreements.
