About the Role
As the Commercial Manager, APAC Supply Chain Operations, you will support development of project supply chain plans for prefeasibility, feasibility studies and execution, implementing project contracts and procurement strategies to deliver a favourable outcome to the client.
You Will
- support and monitor development of project master pro-forma templates, forms and terms and conditions.
- monitor performance of the contracts and procurement function against the baseline.
- supports and review responsible management of project procedures to recognise and identify (sub)contract claims as they develop and manage the timely resolution under the changes provisions wherever possible, obtaining claims and legal expertise as appropriate.
- support and review project duties including bidder prequalification, bidder lists, bid solicitation, bid analysis, negotiation and commitment of purchase orders and contracts.
- support and review project preparation of bills of quantities and methods of measurement in help of Works Contracts.
- support project preparation of estimates and quantity take-off's / bills of quantities for changes/variations under the respective packages.
- support project coordination and provide assessments of Contractors financial stability and performance relative to the Package.
- participate in the planning, work hour calculations and budgeting as it relates to project purchasing and contracting activities.
- reviews and develops other commercial and technical data prepared by Engineering, Construction, Finance, Traffic & Logistics, Insurance, Tax and other procurement and contracts functional groups and inputs suitable terminology into pro-forma documents.
- various other responsibilities as per job requirements.
What You Bring
- degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering from an accredited university and Registration of Licensing Preferred, as well as a minimum of 15 years of relevant work experience, or 20+ years relevant experience in the absence of a degree.
- experience (and completion of courses as applicable) in estimating, forecasts, pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
- thorough knowledge of (sub)contract administration, home office and field procedures and documents relating to a multi-discipline construction project.
- experience in the function of managing workload distribution and execution of the work as well as performance evaluation, career counselling for team members.
- working knowledge of engineering / construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures, and work practices
- knowledge and experience in the formation and administration of contracts, and purchase orders including types, terms, and legal requirements.
- understanding of Traffic & Logistics and Supplier Quality processes.
- knowledge of law, negotiations, accounting, or cost engineering gained through education or experience.
- proficiency with databases and data-centric project execution will be beneficial.
